Do you provide people with fish or the fishing rod? 1 Do you give them supplies or do you support them to become self-supporting? Taytayan Development Projects, already working on a project for young people in the village, was asked by the Phillipinian village of Ambalgan whether it could provide support in solving their drinking water problem.
The first goal that Taytayan had in mind was to build up the community. It was important to ensure that the people did not become more dependent on external aid, but to train them, by means of capacity building, for the long-term. This should be a project in which the people themselves make decisions, at every stage of the project. This would ensure that the project is something that they own (ownership), and not something that is imposed from outside. Only by working in this way is the project sustainable for the long term, and ensures the people really receive the assistance they need.
The drinking water shortage has been a problem for many years: for practically the entire day, little or no drinking water is available for more than half of the village. In the summer of 2007, Taytayan investigated the problem and the potential solutions. Working with the inhabitants, the best solution was chosen for a reliable, sustainable drinking water system.
